What is the Standard Operating Procedure for businesses and investor travelers?
Under the National Recovery, Sabah entered Phase 4 in November 2021. Under Phase 4, standard operating procedures related to business travel is as follows:
01. Entry from West Malaysia, Sarawak & Brunei
Malaysia Citizen & Non-Citizen
- Government Official Visit with Investors via invitation by Sabah State Government.
- Invitation Letter from Sabah State Government.
- For International and Non-Citizen visitors, completion of MyEntry application from the Immigration Department of Malaysia
- Risk evaluation will be carried out at Entry Point
- Group of maximum 10 people permitted with Visit Schedule
02. All Entry to Sabah are subject to the following:
Domestic Travelers
- All visitors must complete the eHealth Declaration Form (eHDF) prior to arrival to Sabah
- Non-vaccinated domestic visitors must provide a negative COVID-19 RTK-Antigen or RT-PCR rest within three (3) days prior to arrival
- Fully vaccinated domestic visitors must share proof of completed vaccination upon arrival risk evaluation. Fully vaccinated visitors are not required to provide COVID-19 test results. Risk Assessment prior at departure airport. Visitors may be subject to COVID testing if they display symptoms.
International Travelers
As of 7 February 2022, requirements for International Travelers from High-Risk Countries (Australia, USA, UK, Norway, France, Denmark, Canada, Nigeria, India, UAE, South Africa, Botswana, Eswatini, Lesotho, Mozambique, Namibia, Zimbabwe & Malawi) is as follows:
- RT-PCR test 2-days prior to departure from the stated country
- RT-PCR test upon arrival (1st international gateway) to Malaysia. It is NOT ALLOWED to continue travel to Sabah until the quarantine period is complete.
- Mandatory quarantine at a designated quarantine station determined by the Ministry of Health in the 1st international gateway.
- Fully-vaccinated international visitors with booster are required to undergo mandatory quarantine for 5 DAYS. Visitors must undergo an RT-PCR test on the 5th day of quarantine.
- Fully-vaccinated international visitors without booster are required to undergo mandatory quarantine for 7 DAYS. Visitors must undergo an RT-PCR test on the 7th day of quarantine.
- Visitors who result in a negative RT-PCR will complete their designated quarantine period and risk assessment on the final day of quarantine. Visitors who result in a positive RT-PCR will undergo an extended quarantine period.
- Non-vaccinated international visitors or visitors who have not yet completed their vaccination are required to undergo mandatory quarantine for 10 DAYS. Visitors must undergo an RT-PCR test on the 8th day of quarantine. Visitors who result in a negative RT-PCR will complete a 10-day quarantine and risk assessment on the 10th day. Visitors who result in a positive RT-PCR will undergo an extended quarantine period.
- Upon completion of mandatory quarantine and negative RT-PCR test, travelers must complete the eHealth Declaration Form (eHDF) prior to arrival to Sabah
As of 7 February 2022, requirements for International Travelers from countries not listed as High-Risk is as follows:
- RT-PCR test 2-days prior to departure from the stated country
- RT-PCR test upon arrival (1st international gateway) to Malaysia. Visitors from these countries may continue travel to Sabah with a negative RT-PCR test prior to arrival and arrangements to complete quarantine period in Sabah.
- Mandatory quarantine at a designated quarantine station determined by the Ministry of Health Sabah in the 1st international gateway. Quarantine at home is NOT ALLOWED.
- Fully-vaccinated with booster international visitors are required to undergo mandatory quarantine for 5 DAYS. Visitors must undergo an RT-PCR test on the 5th day of quarantine. Visitors who result in a negative RT-PCR will complete designated quarantine period and risk assessment on the final day. Visitors who result in a positive RT-PCR will undergo an extended quarantine period.
- Fully-vaccinated with non-booster are required to undergo mandatory quarantine for 7 DAYS. Visitors must undergo an RT-PCR test on the 5th day of quarantine. Visitors who result in a negative RT-PCR will complete a 7-day quarantine and risk assessment on the 7th day. Visitors who result in a positive RT-PCR will undergo an extended quarantine period.
- Non-vaccinated international visitors or visitors who have not yet completed their vaccination are required to undergo mandatory quarantine for 10 DAYS. Visitors must undergo an RT-PCR test on the 8th day of quarantine. Visitors who result in a negative RT-PCR will complete a 10-day quarantine and risk assessment on the 10th day. Visitors who result in a positive RT-PCR will undergo an extended quarantine period.
- Upon completion of mandatory quarantine and negative RT-PCR test, travelers must complete the eHealth Declaration Form (eHDF) prior to arrival to Sabah.
03. Exemption from Entry Restriction
- Diplomat and dependents who are eligible under Exemption Order.
- Diplomat and Ambassador staff without visas to enter Sabah will need to request entry approval from the Director of Immigration Sabah.
